IEEE Paper Contest Rules and Guidelines for Submissions:

Papers due to the IEEE room by January 15th, 2010.  Papers will be mailed for final review January 31st. Prize money will be allocated to the top 3 papers. Team submissions are allowed, but any winning funds will be split evenly. A oral presentation on March 18th will be required for all submissions. The winning paper will be taken to the regional competition level, where additional funds may be won, along with an all-expense paid trip to the regional SAC.
